PURPOSE:To execute the multiple access processing having many multiple access destinations exceeding a storage capacity without giving a hindrance to a routine exchange processing by applying copying processing repeating the interruption/restart of the copying processing when the information after the copying processing is discriminated to exceed the storage capacity. CONSTITUTION:When the copying processing request having number of multiple access destinations whose quantity of use (c) exceeds momentarily the storage capacity limit (a) of an information storage device 4 is executed, the quantity of use (c) of the device 4 is increased gradually and when it reaches the quantity b2, a discrimination means 6 discriminates it that the information after copying processing exceeds the storage capacity of the information storage device. A storage quantity detector 51 sends the information to a multiple access processing controller 52 based on the discrimination and the controller 52 interrupts tentatively the copying processing executed by the message exchange processing unit 3. Then the detector 51 gives the information to the controller 52 when the quantity of use is lower than the quantity b1. The controller 52 uses the information to give a command to the message exchange processing unit 3 so as to restart the copying processing intermitted tentatively. The operation above is repeated and after the copying processing is finished finally, the quantity of use is decreased gradually and the exchange processing is continued.
