PURPOSE:To improve development efficiency and to obtain uniform development performance by setting the amount of a developer carried to a development area within a range of 0.01-0.04g/cm<2>. CONSTITUTION:The amount of the development De is controlled by a pristling control blade 40 and a specific amount of the developer is carried and conveyed onto a sleeve 42 through the relative rotation between the sleeve 42 and a magnetic roll 43. In the development area E, the developer De whose amount is controlled faces an electromagnetic latent image on a photosensitive drum 9 without contact and the latent image is developed with toner as a result of the sum of latent image electric field developing bias magnetic force etc. Then, when the amount of the developer carried to the development area is specified with a range of 0.01-0.04g/cm<2>, the whole layer of the developer on a developer carrier becomes movable freely and has uniform and sufficient concentration without making a developing device complex nor large in size; and carrier sticking is not caused, and a visible image of good quality is obtained without any fogging.
