PURPOSE:To judge accurately a signal without being affected by the irradiation intensity of light in serial communication control using an optical element by judging signals 1, 0 depending on the level of the measurement value of each time interval between a reference pulse and a signal pulse and between reference pulses. CONSTITUTION:A pulse signal 1 represents the presence of a pulse signal (state a) near the center between a reference pulse BP and next reference BP (at the position of 2ms), the state is defined as a signal 1, and the state of absence of the pulse signal (state b) is defined as a signal 0 conversely. The pulse width of the signal 1 is in conformity with the pulse width of the reference pulse BP. The signals 1, 0 is judged depending on the level of the measurement value of each time interval between the reference pulse and the signal pulse and between the reference pulses by using a free run counter in judging the presence and absence of the signal in this way.
