PURPOSE:To provide a water-based coating agent which has excellent adhesion and weather resistance and gives a coating film having excellent water repellency and resistance to water and blocking, by blending a specified water- dispersible silicone-modified vinyl polymer with optionally a silane compd. CONSTITUTION:0.1-40wt% organosilicon monomer (a) having at least one polymerizable unsaturated group and at least one hydrolyzable group directly attached to an Si atem per molecule is emulsion-polymerized with other polymerizable unsaturated monomer (b) [e.g., (meth)acrylic acid or alkyl ester thereof] in an aq. medium to obtain a water-dispersible vinyl copolymer (A). 100pts.wt. (on a nonvolatile matter basis) component A is reacted with 0.2-1,000 pts.wt. organosiloxane (B) having at least on SiH group, represented by the formula [wherein R is a 1-10C (un)substituted monovalent hydrocarbon group; 0.2<=a<=2.5; 0.0005<=b<=1.0 and 0.3<=a+b<=3.0] to obtain a water-dispersible silicone-modified vinyl polymer. If desired, said polymer is blended with aqueous colloidal silica and/or a silane compd. having a hydrolyzable group directly attached to an Si atem.
