The invention is a process of making the compounds of the structure <IMAGE> wherein R is alkyl with 1-3 carbon atoms, 2-fluoroethyl, phenyl or cyclopropyl, X is halogen, and X1 and X2 each independently is hydrogen or halogen. The compounds are useful as intermediates for quinoline antibacterial compounds.
