PURPOSE:To detect easily deterioration caused by a partial electric discharge of a terminal part by only connecting a measuring instrument, or dielectric deterioration from a phase angle, etc., of a flowing current, by taking out only a ground side electrode for reinforcing a terminal in a capacitor voltage dividing system to the outside by executing a simple ground insulation. CONSTITUTION:A cable insulator 2 consisting of insulating paper is wound and installed to a cable high voltage side conductor 1, also a terminal reinforcing insulator 3 consisting of insulating paper in the same way is wound and installed onto the cable insulator 2, and onto said insulator, a capacitor use electrode foil 4 consisting of an Al foil, etc., is wound and installed. Also, this periphery is surrounded by an insulator 7 which has been supported by the lower flange 9 and the upper flange 10 which are made of a metal, and the inside is packed with insulating oil 8. To the lower flange 9, a terminal rise insulation reinforcing part 12 is connected to a cable rise part ground lead wire 11. A ground side electrode of the capacitor use electrode foil 4 is brought to a ground insulation and led out to the outside. That is to say, the ground side electrode is led out to the outside through an outside leading-out lead wire 5 and an insulating bushing which has been attached to the lower flange 9.
