PURPOSE:To make the facilities of a heat storage vessel small and save energy by installing a control means which controls a supply means providing energy stored in a heat storage vessel to a demand system based on a forecast means for energy consumption by a demand system and a forecast for possible energy supply amount of a heat source system. CONSTITUTION:A user input a day schedule for hot water demand via a keyboard 5. Its content is indicated on a display 7 and is able to be confirmed. The input schedule is stored in the memory part 5 of a controller 3. The logical judgement part 4 of the controller 3 forecasts the outside condition based on meterological data from a meterological sensor 8 and outside meterological forecast information from an antenna 9 and forecasts possible energy supply amount detected by a control sensor 10 after various data are compared with a load schedule in the part 5 and selects an operation pattern for optimizing energy consumption in satisfying demand to control the operation of a pump 2.
