PURPOSE:To prevent a measured value from substantially deviating from a set value and to stabilize the former in a short time by storing an output ratio satisfying stabilization deciding conditions preset from the measured value and the set one, predicting a stable output ratio under a newly set value based on said stored value and modifying an integration term. CONSTITUTION:If a control start command is given from a keyboard 3, a CPU board 2 fetches the measured values sequentially inputted through a digital I/O board 5 and an analog I/O board 6, in that order, and decides whether said measured values satisfy the stabilization deciding conditions. If so, the CPU board 2 sets said set value and the output ratio to a data table on a memory board 4. In terms of the stabilization deciding conditions, a fixed time from a point t0 when the deviation between the set value 8 and the measured one enters a stabilization deciding band 9 again after said deviation over-shoots in the prescribed area defined to be the stabilization deciding band 9 is defined to be a stable time T, and stabilization is decided in accordance with the stable time T.
