PURPOSE:To obtain the title material which has excellent heat resistance and light resistance, and is capable of multicolor display, by cladding with an electrochromic film comprising a polyionic complex made by fixing an anionic dye in a specified polycationic polymer. CONSTITUTION:An electrochromic (EC)film comprising a polyionic complex is obtained by condensing and fixing as a color forming substance an anionic dye (B) comprising an anthraquinone dye, and indigoimide dye or an indophnol dye, having anionic functional groups such as sulfo, hydroxyl or carboxyl groups (e.g., Indigo Carmine) in a polycationic polymer film (A) having a principal chain consisting of a perfluorocarbon polymer containing a quaternary ammonium salt (e.g., of the formula) by using a ternary solvent composed of a solvent (e.g., ethanol), isopropanol, and water. The transparent electrode of an EC display element is clad with the aformentioned film to give the title material.
