PURPOSE:To provide a super high corrosion resistance performance by forming a chromate film and an organic composite silicate film containing epoxy resin and water soluble chrome compound on the material of plated steel of zinc or of aluminum family. CONSTITUTION:Steel plate plated with zinc family or aluminum family is used as blank steel plate. A chromate film is formed as the primary layer by carrying out chromate treatment over the plate face of the steel plate. Next, a film is formed by performing treatment by means of organic silicate solution which needs and contains epoxy resin of more than 15wt% of total solid content as essential element. Further, 5-5,000ppm of density of Cr<6+> is added to organic composite silicate in the form of water soluble chrome compound comprising either of chromic acid or heavy chromic acid, or both of them, as main component. The two-layer film is heat treated at 50-300 deg.C to form a film of corrosion resistance bonded firmly.
