PURPOSE:To prevent a laterally stretching device from failing to run owing to the rolling up of a torn film in a clip by providing a film discharging device which pulls the torn film out of the laterally stretching device to its outlet side by pinching the film when the film tears. CONSTITUTION:When the tearing of a film 12 occurs, the tearing is detected with a film tear detecting device and the resultant signal is inputted to a controller so as to actuate a film discharging device. Concretely, a cylinder is actuated to a pull-in side so as to lower an upper side frame, which has rocked upwards. In addition, a cylinder 48 rocks a lower side frame 40 upwards so as to shift a lower side pulley 28 upwards. Further, a motor 54 starts immediately to rotate at a speed synchronized with the feeding speed of the film. Thus, the film 12 is pinched between an upper side belt 24 and a lower side belt 30. Because a lower side pulley 26 is rotatingly driven through the actuation of the motor 54, the film 12 is pulled to the outlet side of a laterally stretching device for film.
