PURPOSE:To make scumming easier and reduce running cost by installing the pipe penetrating the one side of wall of water channel and ejecting out into the drainage line under the water level of the channel and installing a valve at the end of the pipe ejecting. CONSTITUTION:A pipe 3 is installed under a water level L in a water channel 1, one end of which penetrates the wall of the channel 1 and ejects out into the drainage line 2, being fixed to the wall face with a flange 21a. Water containing scums invaded in through a window 4 is filled in a pipe 3. By actuating a fluid pressure cylinder 28 and retreating an operational lever, a valve cover 25 hinged by a hinge 26 is pivoted to the direction (a) to open a valve unit 22. As a result, water in the pipe 3 flows out into a drainage line 2, and the floating scums are sucked into the pipe 3 to be drained out of the drainage line 2. By said process, the cost of equipment is reduced markedly.
