PURPOSE:To secure the proper termination pressure against the sudden demand variation per unit time by adding a basic pattern of water supply which is precedent by a single unit time to the estimated value of differential to estimate the amount of water supply per time at the following single unit time. CONSTITUTION:A time water supply amount computing element 9 integrates the flow rate given from a flow rate meter 6 for the unit time and produces a time water supply pattern of a fully day. Here the different water supply patterns are available between the weekdays and holidays. Thus the data on five days, for example, are stored and the averaging processing is carried out by an estimation arithmetic unit 8 for each time band of those five days. The result of said averaging operation is stored in a basic pattern generator 7. While the unit 8 selects the patterns of weekdays or holidays and also extracts the achievement time water supply amount of past (m) unit times out of the computing element 9 to obtain the differential value between the achievement time water supply amount and the basic pattern. Then the estimated differential value of the time water supply amount of the following single unit time is obtained against said differential value. This estimated value is added to the basic pattern by the computing element 9 for calculation of the time water supply amount of the following single unit time.
