PURPOSE:To set an optimum oscillation stable time in response to a vibrator by providing an oscillation circuit using a crystal or ceramic resonator, the 1st control means operating a timing generating circuit and the oscillation circuit and the 2nd control means operating a timer counter and the timing generation circuit so as to constitute the titled device. CONSTITUTION:After an optimum value in response to the vibrator is set to a comparison register 70 by a main program normally, a standby instruction signal 31 is outputted to cause the standby state. When a standby release signal 41 goes to '1' at a time t21, the oscillation circuit 10 is in the operation enable state, the reset of the counter 60 is released to count the oscillation circuit output signal 11. A coincidence detection circuit 80 compares the coincidence between the counter 60 and the comparison register 70, the output signal of the coincidence detection circuit 80 resets the flip-flop 50, the timing generation circuit 20 is in the operation enable state and the LSI operation is restarted. That is, the oscillation frequency and the oscillation stable time in response to the oscillation characteristic of the vibrator are obtained.
