PURPOSE:To prevent a collision on a data line and to execute the transmission and reception smoothly without fail by identifying correctly them without overlapping them respectively when plural programming devices to a remote I/O transmission line. CONSTITUTION:For a programming device 210 connected on a transmission line, at the time of turning the electric power source, the electrical linking with a data transmission line 200 is temporarily disconnected, when some processing request occurs from the programming device 210 to a control device 220, the linking with the transmission line is executed, the processing request is transmitted and in accordance with the connecting information provided related to it, the office number, which is not overlapped with others, can be set. Thus, the secure communication is executed on the data transmission line.
