PURPOSE:To recover a bit of original information even when an error or an omission occurs in a mode information signal on a transmission line by constituting the information signal with a sampling data on which a band limitation is performed and the sampling data on which no band limitation is performed. CONSTITUTION:On a field memory 2, a digital video signal is stored as the digital video signal of E mode. And a process that the digital video signal of E mode averaged with a pre-filter 3 is thinned out to a digital video signal of C mode having 1/4 pieces of sampling points at a thin out circuit 5 is performed. Since a picture information signal is transmitted being divided into an information signal of C mode and an information signal of E mode, it is possible to decode the signal with the information signal of C mode having the sampling point even when the error occurs in the mode information signal on the transmission line.
