PURPOSE:To prevent occurrence of color mixing and photographic fog phenomena even if the picture forming device which can make both reverse- and normal-rotation development is used so as to improve picture qualities, by controlling the voltages applied to the other developing means to prescribed voltage values which are different from those applied to the other developing means when they are used by switching at the time when one of the developing means is used. CONSTITUTION:A developing device 110 is provided with the 1st and 2nd developing rollers 1311 and 1312 and can develop both negative and positive microfilms to positive pictures by selectively driving the developing rollers 1311 and 1312. Input switches 402 on an operation panel, various switches and sensors required for making control, detector 1421 for concentration of developing agent, detector for remaining quantity of developing agent, and developing agent presence/ absence signal generating means of the 1st developer 1321, and detector 1422 for concentration of developing agent, detector for remaining quantity of developing agent, and developing agent presence/absence signal generating means, etc., are connected with a microcomputer 400 through an input interface circuit 401 of data select, etc.
