PURPOSE:To make it possible to perform gas meter replacing work even during the absence of family members, by mounting a bag to a shutter apparatus capable of opening and closing the hole corresponding to a meter testing port and inserting a no-blow tool in the bag to perform the replacement of a gas meter. CONSTITUTION:At first, a shutter apparatus 4 is mounted to the meter testing port 2 of a gas pipe (b) in such a state that an opening and closing plate 6 is closed and, next, the opening and closing late 16 is opened to detach the plug X of the test port 2. Next, a bag 12 is mounted to the shutter apparatus 4 to take out the plug X into the bag 12 and the side of the stopper 16 of a no-blow tool is inserted in a gas pipe (b) through the hole of the shutter apparatus 4 and the testing port 2 and, subsequently, the stopper 16 is expanded while gas is made to flow in the gas pipe (b) from a nozzle pipe 15 to stop the gas flowing through a gas meter and an original stopper is closed to detach the gas meter to perform the replacement or repairing of the gas meter. Therefore, the gas meter is again mounted to open the original stopper and the gas is made to flow to the side of the gas meter and air purge is performed through the air purge cock 9 of the shutter apparatus 4.
