PURPOSE:To obtain an anchoring work of high N values for the surrounding ground by a method in which an outer tube in a condition that the tip is closed is penetrated into the ground while being vibrated, a tension member and a filler are put into the outer tube, and the outer tube is pulled out in a condition that the tip is opened. CONSTITUTION:Under a condition that a tip shoe 15 is closed, an outer tube 14 is penetrated into the sady ground while being vibrated, and a tension member 16 and a filler 17 are put into the tube 14. The tip shoe 15 is opened, and the tube 14 is pulled out while being vibrated. the surrounding ground of the tube 14 and the filler 17 can thus be compacted and an anchoring work of high N values for the surrounding ground can be obtained.
