PURPOSE:To prevent an unnecessary toner from being stuck onto a photosensitive body by providing a means which applies a developing bias simultaneously with the start of turning of the photosensitive body and stops applying the bias simultaneously with the end of turning. CONSTITUTION:When a switch 14 is closed, a driving motor 12 is operated and a photosensitive body 1 and a developing device 4 start rotating. Simultaneously, the bias is applied from a high voltage generator 5 to the developing device 4. When rotation of the photosensitive body 1 approaches a certain speed, a switch 15 is closed, and a main charger 2 and a transfer charger 8 are fed to start the copying process. When copying is terminated, the switch 15 is opened and chargers 2 and 8 stop the charging action. Thereafter, a remaining toner and a remaining electric charge on the photosensitive body 1 are removed, and the switch 14 is opened to stop applying the bias, and the photosensitive body 1 and the developing device 4 stop rotating. Thus, the unnecessary toner is prevented from being stuck to the photosensitive body to reduce the burden of a cleaning device.
