PURPOSE:To improve the efficiency by providing a transistor dropper circuit on the output side of a switching regulator and by correcting the output voltage reference value of the switching regulator with a load resistance and a load current. CONSTITUTION:An AC voltage is rectified by a diode rectifier 3, of which the output is smoothed by a DC reactor 21 and a DC capacitor 22. In accordance with the output of a current detector 8 and a voltage detector 29, switching transistors 23-1 and 23-2 of a switching regulator are controlled by a voltage reference generation circuit 30, a rated voltage control circuit 32 and a switching control circuit 33. In accordance with the output and current reference of the current detector 8 a transistor dropper circuit 28 provided on the output side of the switching regulator is controlled by a constant current circuit 10 and a drive circuit 11.
