PURPOSE:To set a required time of address search to minimum when a request signal is sent from a terminal equipment with the high frequency of occurrence by forming a block address table so that a terminal equipment block including a terminal equipment having the high frequency of occurrence of interruption is accessed with high priority. CONSTITUTION:A block address table 12 referenced at the transmission of a transmission signal of an interruption polling mode and stored with a block address of a terminal equipment block is provided to a central control unit. The block address table 12 is formed so that a terminal equipment block including a terminal equipment having the high frequency of interruption occurrence at the time of interruption polling is accessed with priority. The block address table 12 is generated in a way that the terminal block address including a terminal equipment having the high frequency of interruption occurrence is arranged at a high-order and it is read in order from the high-order block address at the time of address searching.
