PURPOSE:To make an address time more fast and to match the system with the operating state by rearranging block address in a block address table based on the state of generation of preceding interruption request signals, and editing data so as to be accessed with higher priority from a terminal equipment block having the high frequency of occurrence of interruption. CONSTITUTION:Block addresses in a block address table 7 are rearranged based on the state of generation of preceding interruption signals and the block is addressed with higher priority from a terminal equipment block having the high frequency of occurrence of interruption in a table edition means. First a block address of a terminal equipment block of an address X including an a terminal equipment 2 causing interruption is saved and the block address of the terminal equipment block from the address 1 to the address (X-1) being in higher order than the block address is transferred to a stage lower by one stage. The block address of the terminal equipment block of the address X is transferred to the uppermost order of the block address table 7 to rearrange the block addresses.
