PURPOSE:To simplify the titled device in its constitution, to make it smaller in size, and to decrease its power consumption by executing orthogonal two- phase balanced modulation by using the first digital color difference signal and a signal generated in such a manner that constant-number-times multiplication of the said signal is added to the second digital color difference signal and the result is further multiplied by the constant number. CONSTITUTION:An R-G signal (a) is constant-number-times-multiplied through multiplication circuits 101, 102 an adding circuit 107, and a multiplication circuit 103. The result is added to a B-G (b) signal to generate a new digital color difference signal. The said new signal is further constant-number-times-multiplied through multiplication circuits 104 and 105, and adding circuit 109, and a multiplication circuit 106 to make the above said signal. The signal thus obtained and the digital color difference signal R-G signal, used as a reference are inputted to an orthogonal two-phase balanced modulation circuit 110. The phase of a burst signal is adjusted to fit these tow signals. As a result, a desired carrier chrominance signal can easily be obtained.
