PURPOSE:To suppress exciting motive due to torque variation with low frequencies by winding an elastic band into a spiral in close contact with one another, wherein an anti-abrasive substance or a lubricant is applied to the contact areas, and connecting one end to the driving side and the other end to the driven side. CONSTITUTION:Coiling of an elastic band 9 together with an anti-abrasive substance 6 or a lubricant into a tight wound spiral spring construction causes drive torque from an outer cylinder 4 and a hub 8 to be input into the elastic band coil 9 in terms of a tensile force, wherein the stress distribution is uniform throughout the length of the elastic band 9 to allow the resulting elongation to store the drive energy while the power is transmitted. The torsion spring constant of the elastic band 9 during power transmission becomes less, as the band elongation in its overall length should enlarge the torsional angle, and accordingly the exciting motive due to torque variation with low frequencies can also be reduced.
