PURPOSE:To prevent an active system from being switched into the standby system twice or thrice by adding a switching signal to a designated switching section after a switch-back signal is fed once to each switching section when the switching from the active to the standby system is commanded. CONSTITUTION:A manual switching control section 2 is provided with a register section 5, a display section 6, a signal control section 7 and a manual operation section 8, the state of switching sections 4-1-4-n is stored in the register section 5, the display section 6 applies display according to the storage content of the register section 5, the manual operation section 8 designates the switching sections 4-1-4-n to command the switching from the active to the standby system. When the signal control section 7 receives a switching command, a switch back signal is sent to the switching sections 4-1-4-n, which are switched to the active system. Then only a designated switching section is switched from the active to the standby system.
