PURPOSE:To transmit a sufficient quantity of control information to use effectively control information and process picture information based on control information by synthesizing control information with picture information to transmit them and separating picture information and control information from each other in the reception side. CONSTITUTION:Control information (DC) inputted from a control information input part 13 is converted to a prescribed format by a control information generating part 14 and is sent to a synthesizing part 15, and picture information (DG) read by a picture information input part 12 is sent to the synthesizing part 15. Control information is synthesized with picture information in a prescribed position by the synthesizing part 15, and they are outputted to a communication part 16 as synthesized data. This data is compressed by the communication part 16 and is transmitted. Transmitted synthesized data is received by a communication part 22 and is reproduced and is sent to an output system 25 and a separating part 23. Control information is separated from synthesized data by the separating part 23, and various control information are extracted and outputted to the output system 25. The output system 25 performs processings such as classifying and arrangement of sent picture information on a basis of control information.
