PURPOSE:To vary freely a priority function with small size by adopting the constitution that a priority data to an input terminal is written in a readable/ writable memory. CONSTITUTION:A ROM or an EEPROM is used as a memory 41 in an encoder 4 and an encode data with a prescribed priority is written by a CPU 3 at system initializing. When interruption signals iRQ0-iRQ2 are inputted, the combination is used as an address to access the memory 41 and an encode data corresponding to the address is sent to the CPU 3. Since a priority encode data is written at the system initializing, the data is used in common for plural kinds of system constitution and a writable memory is used for the priority function with small size, then the function is varied freely.
