PURPOSE:To improve safety when a throttle valve driving actuator or the like is in trouble, by forcedly driving a throttle valve in its closing direction when a vehicle is in a condition with a depressing distance of an accelerator pedal in a preset value or less further with a brake device being driven. CONSTITUTION:The first actuator 22 is actuated by a control signal calculated by a computer 28 on the basis of an output or the like of a depressing distance sensor 32 in accordance with depression of an accelerator pedal 30, and a throttle valve 14 is constituted such that its opening is adjusted by power of the first actuator through a belt 26 or the like. While the sensor 32 and the first actuator 22 or the like are in trouble, and when a relay switch 72 is turned on by no depression of the accelerator pedal 30 further with a brake switch 70 turned on by depressing a brake pedal 68, a solenoid valve 62 is energized. In this way, the atmospheric air is introduced to a working chamber 64 in the second actuator 58, and the throttle valve 14 is closed by moving a diaphragm 66 rightward by spring tension.
