PURPOSE:To improve a sound characteristic, and to prevent deterioration in a signaling distortion by setting a data link bit of three bits as a signaling information change display bit for forty-eight number of channels. CONSTITUTION:When a signaling bit A is changed, an ADPCM encoding circuit 1 performs a 3 bit 24kb/s ADPCM encoding during a frame number 6, and a signaling bit is multiplexed on a bit 4 and a bit 8 at a multiplexing circuit 2. Also, signaling information change display bit ma3 bits in frame numbers 1, 3, and 5 are set as '1', and are sent to an output signal terminal TO1. When the signaling bit A is not changed, the ADPCM encoding circuit 1 performs a 4 bit 32kb/s ADPCM encoding during the frame number 6 at a transmission side, the stealthy usage of the signaling bit is prohibited at the multiplexing circuit 2, and the signaling information change display bit ma3 bits in the frame numbers 1, 3, and 5 are set as '0', and are sent to the output signal terminal TO1.
