PURPOSE:To prevent the occurrence of a problem, e.g., bubbling, blow-up of a substance to be filled, and to increase the speed of a filling work, and to improve efficiency, by constituting a mechanism which is capable of changing a speed at a multistage in a manner to match the shape of a container to be filled and the fluidizing state of the substance to be filled. CONSTITUTION:A filler body has a rotor 2, discharging a liquid substance, and a nozzle 3, and a reduction gear 4, an electromagnetic clutch brake 5, and a variable speed motor 6 are mounted in juxtaposition to the rotor 2. In this constitution, a detector 7 is provided for detecting the rotation angle of the rotor 2, and a preset counter 8 is provided for effecting a control output throughout a multistage during a counting time previously set in response to a detecting signal from the detector 7. A control box 9 incorporating a relay circuit, switching according to a control output from the counter 8, is connected, and a number of revolutions of motor setter 10, having variable resistors aligned in parallel to each other in a manner to be positioned facing the respective relay circuits, is connected.
