PURPOSE:To obtain a TV signal system from which high picture quality can be obtained by providing a means which detects the presence/absence of a component approaching to a frame frequency and also to a DC in a vertical direction from a sequential scanning image pickup device. CONSTITUTION:A frequency spectrum that is held by a sequential scanning camera 1' is band-limited with a time spatial filter 2' having field memories 11 and 12, and is converted to an interlace signal thinning out a scanning line in a proportion of 2 to 1. At a detection circuit 13, a difference between fields (frames) in a sequential scanning is found with a differential circuit 14, and a transversal filter in the vertical direction is constituted with one scanning line memories 15-17, and an adder circuit 17, and only a vertical low frequency component is taken out, and it is detected at a detection circuit 18, and is stored at a storage circuit 19, and is transmitted to a reception side as a command. A reception part performs a motion decision, and performs a motion adaptive scanning the interpolation, and a correct decision can be performed for an image that is impossible to be judged as a moving surface of a static picture by the interlace signal.
