PURPOSE:To always obtain a good picture quality without adding other sensors, etc., by controlling light emission from a stroboscopic device detecting an overflow drain current at a solid-state image pickup element, and making incident an appropriate quantity of exposure light on the solid-state image pickup element. CONSTITUTION:A solid-state image pickup element 2 consisting of a CCD, etc., is arranged at a position where incident light on a lens 1 is image-formed, and at the solid-state image pickup element 2, an overflow drain which absorbs an excessive electric charge generated at a light receiving part, a signal transfer part, and the light receiving part is provided. By operating a shutter button 10, a signal is given to a stroboscopic light emission circuit 13, and a stroboscope 14 is emitted, and also, the accumulation of the electric charge corresponding to an incident light quantity in the solid-state image pickup element 2 is started. The overflow drain current is detected at a detection circuit 11, and a trigger pulse is give to the stroboscopic light emission circuit 13 from a pulse generation circuit 12, and the terminating time of the stroboscope 14 is controlled. The electric charge almost at an allowable value level is accumulated at the solid-state image pickup element 2, and a picture signal with high quality is recorded on a magnetic disc 6.
