PURPOSE:To prevent recording and reproducing characteristics from deteriorating due to secular change by shielding a light irradiating and receiving device and an optical information recording medium against the open air. CONSTITUTION:The title device is fixed on the shaft of a spindle motor being a drive means by a clamp plate 3 and a clamp screw 4. A carriage 5 holding an optical information medium 2 and an optical head which irradiates light on the optical information medium 2 and receives reflected or transmitted light is contained in a machine frame 1, where dried air excluding Ar or steam is filled. Then a steel member and an upper cover are fitted on the frame 1 to seal hermetically. There is another method: With the air given, silica gel as a moisture absorbent and iron metallic powder as a deoxidation material are put into so as to seal hermetically, whereby the recording layer of the optical information medium is not exposed to the air including steam, oxide and air polluting substances. Accordingly the deterioration of the recording film due to oxidation and corrosion, and the occurrence of dimensional instability, cracks and peeling off due to a temperature change in the substrate can be prevented.
