PURPOSE:A hydroxo cobalt (III) Schiff base complex is heated in a solid state to a specific temperature and readily reduced to a cobalt (II) Schiff base com plex useful as an oxidizing catalyst, selective oxygen concentration by oxygen desorption ability, etc. CONSTITUTION:A hydroxo cobalt (III) Schiff base complex [e.g., hydroxo cobalt (III) salen shown by formula I, etc.,] is heated in a solid state at >=100 deg.C and temperature (e.g., 220 deg.C, etc.,) < the decomposition temperature of cobalt (II) Schiff base complex, a reduction product of the hydroxy cobalt (III) base complex and reduced to cobalt (II) Schiff base complex [e.g., cobalt (II) salen shown by formula II, etc.,].
