PURPOSE:To extract data with a high stability by interposing the second computer system between a direction detecting system and a central center system. CONSTITUTION:Between a direction detecting system 4 and a central center system 7, a sub-center system 18 is interposed. By the system 18, each average value is calculated with regard to each direction, each intensity, and each frequency against a radio wave data group which has been collected by the system 4, and a distribution range in which each data is contained by, for instance, >=90%, namely, a common area of each direction area is led out. This common area shows an estimated area for transmitting a radio wave, and this estimated area is displayed by a prescribed color, on a master graphic computer 5, or a sub-graphic computer 16. In this way, since data which have been collected by the system 4 are combined and put in order by the system 18, data can be extracted with a high stability.
