PURPOSE:To attain a video recording or reproduction with high picture quality by compressing a luminance signal into 4/5 in a time base direction and compressing a chrominance signal into 1/5 in the time base direction in line sequential in the luminance signal and the chrominance signal being components of a television video signal and aplying time base multiplex recording while keeping the base band. CONSTITUTION:Two sets of storage circuits 11, 12 of a time base compression circuit 6 are subjected to data write and read by using clock signals whose phases differ by 180 deg. from each other. While a luminance data and a chrominance data are fed selectively from switches 2, 3 via a switch 13 to a storage circuit 11, only the luminance data is fed to a storage circuit 12 via the switch 2. Latch circuits 14, 15 used for controlling the read timing use the output of AND gate circuits 14a, 15a inputting a read clock signal and a read inhibition signal having a frequency 5fsc being 5 times the frequency of a chrominance subcarrier as the latch timing signal and the phase of the input read inhibition signal differs by 180 deg. from the AND gates 14a, 15a. The output of the latch circuits 14, 15 is selected alternately by a switch 16 and extracted as a time base multiplex signal.
