PURPOSE:To obtain a polyelectrolyte complex having heat resistance, chemical resistance and flexibility, by reacting a specified polyanionic polymer with a polycationic polymer in the presence of a polar solvent. CONSTITUTION:This polyelectrolyte complex is formed of a polyanionic polymer (a) having a main chain comprising a perfluorocarbon polymer and containing at least either of a carboxylic acid group and a sulfonic acid group as an ion exchange group and a polycationic polymer (b) having a perfluorocarbon polymer and containing a quat. ammonium salt as an ion exchange group. Said polyelectrolyte complex can be obtained by dissolving said anionic polymer and said polycationic polymer in separate polar solvents or swelling them in the solvents to a state very close to a solution and mixing them together. Examples of the solvents include dimethylformamide, dimethyl sulfoxide and dimethylacetamide.
