PURPOSE:To simply construct an artificial underwater rock even in any place by a method in which fitting tools for artificial underwater rock are fixed to the seabed, and a flexible film bag is attached to the fitting tools and packed with a fluid. CONSTITUTION:Fitting tools 7 are fixed to the seabed 6 by a plurality of anchor bolts 8 thrust through bolt holes 9. A bag 1 is spread on the tools 7 and bolts 10 provided to the tools 7 are thrust through the bolt holes 5 of a collar 4 and screwed with nuts. Sea water 13 is charged under pressure into the charging port 11 of the bag 1 to keep the internal pressure of the bag 1 by the sea water 13. Since the construction work can be performed simply by connecting the bag to the fitting tools 7 without the needs for foundation work for mound, etc., the period of construction can be shortened and the human body can be protected safely. The sea area can be widely used for marine sports, etc.
