CONSTITUTION:Temper rolling is performed under a predetermined condition by two stand rolling machines to prepare a steel plate having a matte-finish surface of an average roughness, highest, and base material configuration A after the rolling, this steel plate is degreased and pickled and is chrome plated with, for example, metallic chromium of 20-200mg/m<2> and chromium of 5-50mg/m<2> per one side of the surface, chromium oxide with equivalent amount of metallic.
