PURPOSE:To improve the use rate of communication channels, by monitoring the use rate of the communication channel band for every speed and by automatically changing assignment of communication channel bands in accordance with communication traffic. CONSTITUTION:In exchange A, the use rate for every communication channel band is monitored; and if it is decided that it is necessary to change assignment of communication channel bands, processing device 4 controls control signal transmission and receiving circuit 3 to transmit the assignment change request signal to exchange B through signal line S2. Exchange B receives this change request signal by control signal transmission and receiving circuit 3 and transfers it to processing device 4. Processing device 4 performs the assignment change to idle channels. After that, processing device 4 transmits the assignment change end signal to exchange A through signal line S2. As a result, traffic is prevented from being concentrated to the channel band having a specific speed to use the circuit efficiently. |
