PURPOSE:To obtain a developed image of high picture quality with high image density which has neither an image irregularity nor fogging stably at any time by forming a thin layer of a developer in a gap to a developer carrier which is larger to a magnetic member than to a nonmagnetic member. CONSTITUTION:The nonmagnetic member 7 as a developer control member and the magnetic member 8 are arranged successively so that the magnetic member 8 is on the upstream side of the nonmagnetic member 7 in the rotating direction of a developing sleeve 61. Then, the gap alpha between the nonmagnetic member 7 and developing sleeve 61 is set larger than the gap beta between the magnetic member 8 and developing sleeve 61. In concrete, alpha is set to about 300mu and beta is set to about 1.5mm. consequently, the stable uniform coating of the developer carrier and the frictional electrostatic charging state of a developer are improved to obtain images of high picture quality.
