<p>PURPOSE:To prevent deterioration in a picture quality in a moving image time by attaching an adaptive performance for the moving image on an encoding and a decoding devices adding a filter identifier. CONSTITUTION:An image input 8 is stored on either of field memories 10 by every field with a switch 9. The content of the memory 10 is switched to a preceding field or the present field with a switch 11, and is given to a two field relative pre-filter 13. Meanwhile, a filter identifier is outputted from a filter identifier storage memory 14. Next, the filter 13 performs a low-pass filtering at every block with a filter indicated by the identifier reading out the arrangement of the identifier. By thinning out a sampling point for a result with a down sampling 15, a sub-Nyquist coding word series is generated. When is is decoded, a process is performed in a reverse process. Thus, the deterioration in the picture quality can be prevented in the moving image time.</p> |
