PURPOSE:To constitute a device with simplified hardware even when the number of read objected characters are increased by performing an edit to divide a recognition dictionary into characters with high appearance frequency and those with low appearance frequency, and changing the recognition dictionary which is checked by the judgement of an operator. CONSTITUTION:An original image set at an original image setting means 1 is photoelectric-converted as a measuring means 2, and a character pattern is supplied to a recognition means 3. The recognition dictionary consists of the first recognition dictionary 4 including the characters with the high appearance frequency, and the second recognition dictionary 5 including those with the low appearance frequency. The recognition means 3 checks the first recognition dictionary 4 for the first, and when the operator judges a display on a display means 7 and an operator indication means 6 is operated, it checks the second recognition dictionary 5.
