PURPOSE:To detect a defective insulator with a good working efficiency by sequentially pulling out FRP pipes after a detecting terminal is connected to the connecting terminal of a distal end FRP pipe and connecting the detecting terminal and the ground to each other via a voltmeter. CONSTITUTION:A thin conductor belt 2 is adhered to the inner wall of a telescopic insulative FRP pipe 1 in its longitudinal direction. The lower end 8 of the belt 2 is folded back to the outer wall of the pipe 1 and a ring-shaped thin conductor belt adhered to the lower outer wall of the pipe 1 in a ring shape is provided with intermediate FRP pipes B (B1, B2...Bn). A connecting terminal 4 for connecting a detecting terminal 7 thereto is mounted to the tip of the pipe 1 and a distal end FRP pipe A is connected to the ring-shaped thin conductor belt 3 on the lower outer pipe wall by via the conductor belt 2. Further, the terminal of the conductor belt 2 is led out to the outer wall of the pipe 1 by an FRP pipe C to be hand-gripped to be a voltage terminal 5, which is grounded via a voltmeter 6 provided on the outer wall of the pipe. The detecting terminal 7 is connected to the connecting terminal 4 of the pipe A and, by sequentially pulling out the FRP pipes, the terminal 7 and the ground G are connected to each other via the voltmeter.
