PURPOSE:To generate a voice while a waiting time until a recipient receives a phone call after a sender hooks off a handset from its telephone set by providing an automatic uttering means connected selectively to a transmission reception line. CONSTITUTION:A signal given from a subscriber line when a caller lifts up its handset is detected by a scanner 1 and when the signal is sent to a central controller 2, the central controller 2 gives a command to a voice line 8 to be connected to the caller line in a channel network 4. As a result, the voice signal by an uttering means reaches a caller telephone set via the voice line 8 and the channel network 4 and the voice signal is converted into a voice by a receiver of the caller telephone set and given to an ear of the caller. When the caller dials a telephone number of the called party, the signal is sent to the called party telephone set via a busy test by a telephone exchange and since the voice line and the caller line are connected, the caller listens to the voice.
