Device for encoding and decoding a video transmission intended for a television receiver set 5, characterised in that the video source dispatches its signals on a first inverter 12 situated upstream of the receiver 5, the said receiver 5 being connected by a link to a decoding module 27 itself controlled by a telephone line whose set 1 is also connected to an exchange 2 able to trigger a handling of the decoding, when the user dials a given number N on the said telephone set 1, the decoding module 27 including a second inverter 28 which becomes operative on command of a time counter 31 itself triggered by the signals corresponding to the dialling of the number N on the telephone set 1. Can be used for the automatic invoicing of video recorder transmissions in a hotel. <IMAGE>
