PURPOSE:To improve reliability by providing plural sensors for detecting the conditions of required parts, operating circuits for detected signals from said sensors, comparison circuits, etc., and detecting signs leading to the burning of packing and increase in the quantity of water leakage due to abnormal water leakage, in an early stage. CONSTITUTION:Sensors A1-A3 detect the temp. of plural packings provided on the rotary shafts of a hydraulic machine, sensors A4-A6 detect the flow rate and water pressure of pressure water flowing through a pressure water feed pipe, and sensors A7, A8 detect the back water pressure of packings. Each of electric signals from each of the sensors A1-A8 is inputted into each of operating circuits B1-B8 and, after operating the detected elements such as the absolute value, time change rate, etc. of each of the electric signals, inputted into each of comparators C1-C8, to compare each of the detected elements with a previously determined set value. As a result, when the signal of each of the detected elements is above each set value, a logical judgement is made in each of alarm circuits D1-D5 and, when conditions in each of the alarm circuits D1-D5 are satisfied, an abnormality indicating part E and an alarm F are operated.
