PURPOSE:To apply a new talking charge from a designated data at the revision of talking charge by providing two charging data tables and changing the current table into the charging data table having a revision data at a designated revision data in advance. CONSTITUTION:A data on the charging data table 21 is related to the talking charge used at present and the data of the charging data table 22 is applied after the revision of talking charge. In changing the charging data by the revision of the talking charge, a new charging data is inputted from an input section 25 to a control section 24. The control section 24 writes the charging data in the charging data table 22 and stores change data designation information from the input section 25 in a changeover section 23. When the date reaches the designated revision date stored in the changeover section, contacts C1, C2 are operated, the charging data table 22 is in operation and the old charging data in the charging data table 21 is not read.
