PURPOSE:To performs refreshing operating even if a refresh signal is continuously at a low level in power-on operation by initializing a refresh lock circuit by an auxiliary initializing means and opening a transfer gate. CONSTITUTION:If a refresh clock, the inversion of RFSH, is at the low level when a power source VCC is turned on, a node N11 is also at the low level. This low level is detected by the delay circuit 14 of the auxiliary initializing means 100 a specific time later and a node N14 is held at a high level, so that a transistor (TR) Q13 turns on. Consequently, a refresh clock generating circuit 13 is actuated to preform refreshing operation and a TR Q11 which forms the transfer gate also turns on, so that normal refreshing operation based upon the successive clock, the inversion of RFSH, inverted to the high level is entered. Consequently, even when the refresh signal is still at the low level in power-on operation, the refreshing operation is carried out without any trouble.
